I have an 36c and a 36a! Help?!?

I understand it's normal that women have different sizes but mine is horrible! I'm am too afraid to take off my shirt in front of people and I am super scared to wear s bathing suit. I already tried pads and everything but it still doesn't look right. I really really don't want to get implants or enhancements. I would go to my doctor to talk about this with her but I would rather not have to waste the money on the appt If I don't have to. Please help me!!
